"Suggestions" are an approach to provide unobtrusive feedback to the user about

*  events that require some user action (e.g. a bookmark link changed on the server side)

or

*  features that could be valuable to the user (e.g. the "try out the bookmarks feature" suggestion)

or

* changes on a monitored website
